Participation and National Identity Building through Arab State Electronic Portals: A Comparative Study (Arabic)

This study explores the role of Arab government portals in expressing the state’s construction of national identity and enhancing the platforms and tools of e-participation; including e-information, e-consultation, and e-decision making. The study analyzes 22 portals to explore the types of information and participation depending on a measurement consisting of 58 elements, and to monitor the portals’ ability to express the state’s construction of national identity and to urge citizens to participate in the government decision-making processes. The study results indicate that there are differences among Arab government portals in expressing both national identity visual and informative elements, and also in providing interactive tools for users to give them the opportunity to participate in consulting and decision-making processes. The study confirms that sustainable government communication is achieved through the integration of the above elements. The portals of United Arab Emirates, Saudi Arabia, Egypt, Bahrain, and Morocco are the most advanced portals in reflecting state identity by placing emphasis on history, culture, economy, political system, achievements, and life style. The study recommends the development and encouragement of e-participation on Arab government portals, instead of just providing information.

المشاركة وبناء الهوية الوطنية عبر البوابات الحكومية الإلكترونية للدول العربية: دراسة مقارنة

تهدف الدراسة إلى التعرف على طبيعة الدور الذي تقوم به البوابات الإلكترونية لحكومات الدول العربية في التعبير عن هوية الدولة والتعريف بها، إلى جانب تعزيز المشاركة الإلكترونية للمواطنين. وتعتمد الدراسة على تحليل محتوى البوابات بهدف رصد وتحليل طبيعة المعلومات والمشاركة المتاحة عليها، وذلك من خلال تصميم مقياس يشتمل على فئات تحليل بلغت 58 فئة لرصد قدرة هذه البوابات البالغ عددها (22) بوابة على تقديم هوية الدولة وتحقيق المشاركة الإلكترونية. وتوصلت الدراسة إلى أن هناك تفاوتاً بين البوابات الحكومية العربية في التعبير عن الهوية سواء على مستوى عناصرها المرئية أو عناصرها المعلوماتية، وفي توفير أدوات التواصل والتفاعل مع الجمهور، إضافة إلى اختلاف مستويات توفير أدوات المشاركة الإلكترونية واتخاذ القرار. كما أشارت الدراسة إلى اهتمام عدد من الدول العربية بتأكيد هويتها وتطوير التفاعل مع المتعاملين عبر بواباتها الإلكترونية وتوفير الأدوات اللازمة لهذا التفاعل، فضلاً عن التنظيم الدقيق للمحتوى، والحرص على توفير كافة العناصر التي تحقق المشاركة الإلكترونية، وتأتي في مقدمتها بوابات حكومات الإمارات، والسعودية، ومصر، والبحرين، والمغرب. وتشير الدراسة إلى أهمية التطوير المستمر للبوابات الحكومية من حيث قدرتها على تلبية احتياجات المتعاملين بسرعة وفاعلية وتوفير المعلومات اللازمة حول الخدمات الحكومية وإجراءات الحصول عليها بوضوح وشفافية، إضافة إلى التقييم المستمر للعناصر التي تضمن جودة عمل البوابة، وهو ما يساهم في تدعيم دور هذه البوابات كوسيلة اتصال وتفاعل حديثة للتعريف بالهوية الوطنية للدولة من خلال التركيز على سمات وعناصر هذه الهوية من كافة الجوانب التاريخية والثقافية والحضارية والتعريف بإمكاناتها الاقتصادية والبشرية، كما تشير الدراسة إلى أن الاتصال الحكومي الإلكتروني المستدام يتحقق من خلال تكامل العناصر السابقة.ن
